He was born Jan 12 1934 in Ewing Va a son of the late Rev Hubert Littrell and Ressie Seals Lit trell He believed in the Baptist faith In addition to his parents he was preceded in death by one brother Chester Littrell Survivors include his wife Shirley Littrell Middlesboro five children Vance Littrell Tazewell Tenn Walter Littrell Jonesville Va Allen Littrell Jonesville Va Anita Ball Chatsworth Ga Officer resigns after boyfriend violates parole LOUISVILLE Ky (AP) Police arrested a fugitive at the home of a state probation and parole officer who has since resigned The boyfriend of Tracy Carver 30 had been a fugitive since Sep tember when he failed to appear for a court hearing on whether to revoke his probation because he had failed several drug tests court records show He had been on probation on a crack cocaine conviction Adam Carter 26 was arrested at home and she resigned four days later July 26 said Carol Czirr a spokeswoman for the state Corrections Department Carter was placed on five probation in April 1998 after plead ing guilty to possession of cocaine and tampering with physical evi dence Carter told Jeffersontown police that Carver knew he was wanted by police police Chief red Roemele said Carter said Carver a probation officer since May 1998 had checked his paperwork and told him that the warrant he was wanted on nothing he could be sent to prison Roemele said Carver however denied know ing Carter was a fugitive said Jef fersontown police Lt Col Kim Weber Police considered charging Carv er with harboring a fugitive or hin dering prosecution but decided there enough evidence Weber said only thing we had was his word against he said Probation and parole officers take an oath to uphold the law The Corrections code of ethics forbids officers from having relationships with offenders than that necessary in the normal conduct of Employee shall not become romantically involved with an the code says Carver has an unlisted telephone number and couldn't be reached for comment Carter who is being held in the Community Corrections Center declined an interview arrest citation says he works for the Census Bureau and is a student at Indiana University South east The Corrections Department didn't learn about Carter's relation ship with Carver until July 23 the day after the arrest when Carver spoke to her supervisor about her life spilling over into her professional Czirr said Carver submitted her resignation July 26 meaning that there was an ongoing investiga tion into misconduct" Czirr said Carver supervise Carter Czirr said and she know how long they had been seeing each other or how they met She said Carver had no previous disciplinary prob lems No increase in TVA power rates or recreational fees CHATTANOOGA Tenn (AP) The Tennessee Valley Authority will keep power rates steady across its seven state region for a second consecutive year ees for boating and other activi ties in the recreational areas TVA manages also will remain the same in the fiscal year that begins Oct 1 TVA Chairman Craven Crowell for the year he said Under current budget estimates TVA would end 1999 with a net income of $100 million compared to $233 million the previous year No layoffs in the 13500 work force are planned Next year TVA hopes to reduce its $265 billion debt by another $300 million The burden was creat non power responsibilities antici pating slight decrease from the $67 billion gen erated in 1998 TVA Chief inancial Officer David Smith partly blames the weather past winter there was a substantial drop off (in power demand) because of the mild weath he said However record electricity usage during last swelter ing heat still could boost revenues ed largely from an overly ambitious nuclear power program that started decades ago The agency has been chipping away at the debt under its long term financial plan TVA also plans to spend about $200 million on upgrades on its fos sil fuel turbines hydroelectric gen erators and other power equipment Meantime the utility continues to mull the future of its flood con trol navigation and shoreline main tenance programs along the 652 mile Tennessee River Earlier this year TVA began using power revenues to pay for its focus is not on how much money is spent but on how we will perform our Zeringue said Smith estimated TVA will see a 3 percent growth in revenues next year if the leaving Crowell as the lone member The Clinton administration is responsi ble for selecting appointees to fill Some Kentucky counties getting new area code RANKORT Ky (AP) Counties in central and northern Kentucky will be getting a new tele phone area code next year The Public Service Commis sion announced Wednesday the 606 area code will be divided with the bulk of eastern and southeast ern Kentucky retaining the exist ing dialing code The commission said the more prosperous areas surrounding Lexington and the northern Kentucky suburbs will be able to more easily absorb the costs inherent in changing area codes The actual three digit code will not be known until it is assigned by the national group that oversees such matters probably later this month The new area code will not take effect until April 2000 and then with a six month grace period The new code will have to be used to dial telephones in the affected area start ing in October 2000 Telephone exchanges some times
